My only thought is to maybe just create and give new countries the states you want through an event, then have them declare war on the former country that they came from, looking like a traditional civil war. While it looks on the surface like it’s a civil war, really they are just countries declaring war on eachother. I think they have events that create and give each new country territories, then immediately declare war or (in the new versions) use events to create war. I don’t think Kaiserreich does it in a simple way.
